SASKATOON REFEREES ASSOCIATION 
CONSTITUTION

(Revision: April 2007)


SECTION 1: ARTICLES
 
ARTICLE 1. NAME
 
1.        The name of the Association shall be the Saskatoon Referees Association Inc. and hereinafter referred to as the SRA or the Association.
ARTICLE 2. PURPOSE
1.        To organize all hockey officials who live in Saskatoon and are associated and registered under the S.H.A. into a body governed by the constitution and bylaws of the SRA
ARTICLE 3. OBJECTS
1.        The Association shall recruit, train, supervise, select and appoint officials, associated and registered under the SHA for games.
2.        Conduct all official business with leagues and other similar groups with the objectives of always improving the game of hockey.
3.        This body will be governed by the constitution and bylaws of the SRA.
4.        Maintain a list of all officials in the Association, to assign officials according to ability and completeness as an official and to encourage each official to do the best at all times.
ARTICLE 4. OFFICERS (AMENDED MARCH 2000, APRIL 2006, April 2007)
1.     The SRA Executive shall consist of eight (8) officers with the following titles:
                                                             i.            President
                                                            ii.            Vice-President
                                                          iii.            Vice-President Junior Membership
                                                          iv.            Treasurer
                                                           v.            Directors (4)
2.     The Treasurer will be selected by the Executive and be ex-officio to the board. The Treasurer will not be required to be a member. All other officers including the Treasurer, must be more than 18 years of age and members in good standing for a period of two (2) years, prior to being nominated for office.
3.     The newly elected officers, excluding the Treasurer, will serve a two (2) year term beginning the day after being elected, these being in alternate years (see below). The Treasurer will serve a one (1) year term beginning the day after being elected.
                                                                           i.      Group I (elected in odd years): Vice-President; Directors (2)
                                                                          ii.      Group II (elected in even years): President; Vice President Junior Membership; Directors (2)
4.     The SRA Executive shall accept any resignation and appoint any member of the SRA to fill any vacancy occurring on the Executive until the next Annual General Meeting at which time an election will be held to appoint an officer to complete the balance of the term, if any, of the resigning officer.
ARTICLE 5. MEETINGS
1.        General Meetings - at least seven (7) general meetings will be held monthly during the year. The President can call a general meeting at any time by written notice or by phone call to all members, seven (7) days in advance.
2.        Executive Meetings - May be called by the President.
3.        To conduct a general meeting, a minimum of twenty (20) voting members must be in attendance.
4.        A general meeting may be called by ten (10) voting members by presenting a written request to the President. The President has fourteen (14) days from the date he received the request to call a meeting.
ARTICLE 6. COMMITTEES        
1.        The Executive Committee has the power to appoint committees as required during the year.
2.        The Executive Committee shall be the Finance Committee.
ARTICLE 7. MEMBERSHIP (AMENDED OCTOBER 1994)
1.        Shall be a resident of Saskatoon.
2.        Shall be a registered member of the Referees Division of the SHA
3.        Adequate membership fees will be established in the bylaws.
4.        The Executive may review the status of any member at any time for the purpose of determining whether or not the member's overall contribution to the Association is of such nature as to warrant continued membership.
5.        Officials not complying with the resident rule of Article (7), Section 1, may be considered for entry to the Association by the Executive.
6.        Members affected by an Executive Committee decision may appeal to the Association membership at the next general meeting for reconsideration.
7.        To be consistent with the SHA constitution bylaws 4.02.06 and 4.02.07 our bylaws will allow members who have been in our Association for three (3) consecutive years to take up a residence outside of the city of Saskatoon and still be a member of our Association as long as their membership remains an unbroken string.
ARTICLE 8. AMENDMENTS
1.        Amendments or alterations to the constitution shall only be made at a general meeting of the Association after specific notice in writing of thirty (30) days to the President.
2.        Bylaws may be changed by a majority vote of those present at any general or special meeting.
3.        This constitution and bylaws shall become effective upon its adoption by the Association and shall replace all previous rules, bylaw, constitutions or motions.
ARTICLE 9. PUBLIC RELATIONS
1.        The Executive shall carry out all negotiations with leagues and teams as to officiating fees and all other working conditions when approached by these leagues. Cooperation for the good of the games shall be the keynote of all such relationships. The Executive of the Association must approve all agreements with leagues and teams.
ARTICLE 10. DISCIPLINE
1.        Each member of the Association is responsible for carrying out his duties and assignment in a manner that will gain for officiating and officials, the respect they deserve. Any negligence in this regard shall be considered a serious offense. Immediate disciplinary action will be taken against a member who:
a)       fails to appear for an officiating assignment having been duly notified;
b)       dresses and appears sloppy, dirty and careless manner;
c)       habitually argues with players and coaches;
d)       reports for an assignment under, or suspected to be under the influence of alcohol or drugs;
e)       publicly criticizes the Association or any of its members.
2.        The Executive Committee has the right to suspend any member who violates this constitution of the Association. In each case the Executive will investigate, report, and recommend to the Association the action to be taken.

SECTION 2: BYLAWS
BYLAW 1.    DUTIES OF OFFICERS (AMENDED APRIL 2007)
A. Executive Officers
                                                I.      to meet as circumstances dictate
                                              II.      to recruit and encourage new officials
                                            III.      to assist in the development and education of referees and minor officials
                                            IV.      to maintain an adequate selection of officials for all divisions of competitions
                                              V.      to establish recommended fees and expense allowances for referees and linesmen in various divisions
                                            VI.      to issue bulletins of explanations, interpretations and instructions.
                                          VII.      any vacancy on the Executive board created during the year shall be filled by an Executive appointment
B. President
                                               I.      preside as chairman at all meetings
                                             II.      call all meetings - executive, general and special
                                           III.      act as official spokesman for the Association
                                           IV.      be an automatic member of all committees
                                             V.      discipline members for cause, cancel and expel members for failure to met membership requirements
                                           VI.      handle the Association's correspondence
C. Treasurer
                                               I.      be responsible for collection and deposits of monies due to the Association
                                             II.      carry out any tasks given him/her by the President.
D. Vice President
                                               I.      act as assistant to the President and Treasurer
                                             II.      act as President or Treasurer for meetings in their absence
                                           III.      carry out any tasks given him/her by the President
E. Vice President Junior Membership
                                             I.      act as a liaison between Junior members, and/or their guardians, and the SRA for any questions or concerns that may arise throughout the year
                                           II.      work with the Vice President to address any concerns regarding the Junior Membership
                                         III.      attend all meetings called by the President
                                         IV.      carry out any tasks given him/her by the President
F. Directors
                                               I.      attend all meetings called by the President
                                             II.      investigate no-shows; assistance by the rest of the Executive may be required
                                           III.      carry out any tasks given him/her by the President
G. Past President
                                               I.      act as an advisor to the Executive
BYLAW 2.   MEMBERSHIP FEES (AMENDED APRIL 1996, APRIL 2004)
                                                I.      SRA membership fees will be used to offset operating costs of the Association.
                                              II.      SRA Membership fee is completely independent to any registration fee charge by the SHA.
                                            III.      Membership fee will be:
                                                               i.      $20.00 for 17 years and under
                                                              ii.      $45.00 for 18 years and older
                                            IV.      Membership fee can be deducted from paysheets or paid to the Treasurer for bank deposit.
                                              V.      All membership fees shall be paid in full by the 1st of January or the fees will be doubled and all assignments will be revoked until such time as they are paid in full
                                            VI.      The President shall have the right to grant an extension where conditions warrant.
BYLAW 3.   SPECIAL ADVISORS
                                                I.      The President has the authority to appoint special advisors or assistants if required.
BYLAW 4.   OUT OF TOWN GAMES
                                                I.   Officials appointed to games out of town, in either league or provincial play-offs will not ride with the teams involved.
BYLAW 5.   ASSIGNMENTS (AMENDED APRIL 2006)
                                             I.      Wherever possible, assignments will be issued at least seven (7) days in advance by the assignor(s).
                                           II.      When an official is not able to officiate a game for any reason, he is required to get a replacement of equal or higher caliber. If he has exhausted every effort of getting a replacement he must notify his assignor, at least twenty four (24) hours prior to game time.
                                         III.      If the official does get a replacement he must notify his assignor of the change.
                                         IV.      If the situation occurs that the official does not show up for a game, the assignor contacts the official for an explanation. If the assignor feels the official does not have a legitimate excuse, the assignor contacts a member of the Executive to investigate and take disciplinary action. The offending member must be given written notice of any action taken. The 1st no-show will result in a fine equal to twice the game fee plus applicable assigning fee per game for each game missed. The 2nd no-show will be an automatic suspension.
BYLAW 6.   DRESS
                                               I.      Dress will be in accordance with CHA and SHA regulations as outlined in the rulebook.
BYLAW 7.   GAME TIME (AMENDED APRIL 2006)
                                               I.      Officials should attempt to be at assigned games one half (1/2) hour before scheduled start of games. When officials are not present at the rink twenty (20) minutes prior to game time, the official present will contact the appropriate assignor by phone.
BYLAW 8.   ACCEPTANCE OF GAMES
                                               I.      No official may accept other games when he has an assignment of the same time unless approval is given by the assignor of the first game assigned.
BYLAW 9.   COMPLAINTS BY MEMBERS
                                               I.      Should an official feel he is not receiving proper assignments, etc. or any other complaint he may have with regards to the Association, he must put in writing his argument and forward it to the President. These will be dealt with immediately.
BYLAW 10. SANCTIONED HOCKEY
                                               I.      Members are to work only SHA sanctioned leagues, teams and tournaments. If unsure of the sanctioning, contact the President of the Saskatoon coordinator for the SAHA referees division.
BYLAW 11. OFFICE ALLOWANCE (AMENDED OCTOBER 1993, APRIL 1996, APRIL 2004, APRIL 2007
                                               I.      The President will receive an office allowance of $1,500.00, for each full season. Other office allowances are as follows:
·         Vice President     $ 750.00
·         Vice President                 $750.00
·         Directors (each)             $ 400.00
·         Treasurer         $1,200.00
                                             II.      The President has the authority to appoint a secretary to perform duties, up to $500.00 to be paid for these services.
                                           III.      If any executive member fails to perform any tasks assigned to him by the President, the President has the authority to pay only a portion of the office allowance allotted for that position for that year.
BYLAW 12 - ASSIGNING SYSTEM. (AMENDED APRIL 2000)
                                               I.      A document by the name of "Assigning System" shall be prepared annually by the executive defining the assigning responsibilities and duties for the upcoming season.
                                             II.      The document shall include compensation guidelines and will be used as a contract between the "Assignor" and the Association.
BYLAW 13 - ASSIGNOR. (AMENDED APRIL 2000)
                                               I.      The executive shall be responsible for hiring one or more individuals for the position of "Assignor".
                                             II.      The "Assignor" will be required to contract with the Association.
                                           III.      The Executive will evaluate the relevance of placing an advertisement for the position of Assignor annually. The advertisement will run from Wednesday through Saturday as funds permit.
                                           IV.      This following outline will be used for the advertisement. The SRA is seeking a competent individual to assign hockey for the upcoming season. They must be highly organized, a hockey background and a PC with MS Office 97. Application deadline will be the first week of August. Please submit résumé with references to PO Box 21101 Saskatoon SK S7H 5N9.
                                             V.      When a new assignor is required, interview will be conducted. Any member (spouse or parent) will be granted an interview. The Executive will have the authority to interview suitable candidates that are non-members.
 
 BYLAW 14 – SRA BURSARY PROGRAM (APRIL 2005)
                                                I.      The SRA will award two (2) bursaries annually. Deadline for submissions will be determined by the current executive.
                                              II.      The amounts of the bursaries will be determined by the current executive and vary from one year to the next depending on actual annual revenues collected by the SRA.
                                            III.      The executive shall review and determine the criteria annually.
  BYLAW 15. VOTING (APRIL 2007)
                                             I.      Election of officers will occur by a vote at the Annual General Meeting for the Association. There will be no vote by proxy.
                                           II.      Members of the Association (as defined in Article 7 – Membership) who are 17 years and under as of December 31st, will be allowed to vote for the Vice-President Junior Membership executive position.
                                         III.      Members of the Association (as defined in Article 7 – Membership) who are 18 years and older as of December 31st, will be allowed to vote for the President; Vice-President; and the four (4) Director positions.
 
 BYLAW 16. NOMINATING PROCEDURES (APRIL 2007) 
                                         I.      A nominating committee shall be coordinated and chaired by the President or a designate appointed by the President.
                                       II.      Each SRA member who is 18 years of age and older and is member in good standing for a period of two (2) years, prior to being nominated for office can obtain a nominating form from the Nominating Committee. The SRA member must complete the nominating form and return it to the Nominating Committee Chair by the deadline specified by the committee.
                                     III.      The proposed slate of candidates shall be put forward by the Nominating Committee at the Annual General Meeting for elections.
